Dawood fled to Pakistan after the 1993 Mumbai blasts. In these blasts, 257 people lost their lives and around 1400 people were injured. Since then, there have been reports of Dawood hiding in Pakistan but Islamabad never confessed. According to media reports, the militants who have been taken action include Hafiz Saeed, head of Jamaat-ud Dawa and Masood Azhar, the leader of Jaish-e-Mohammed. Restrictions have also been tightened on terrorist organizations such as the Haqqani network, the Taliban, TTP, al-Qaeda and its leaders.

The order issued by the government said that the terrorists included in the list will be prohibited from transacting financial institutions and buying weapons. According to the report, the United Nations Security Council (UNSC) recently directed Pakistan to take action on these terrorists.
